Principals


BRIAN L. BELL

Brian is the chief facilities programmer for CFP and has recently programmed a research laboratory, a library, and a multi-purpose activity center. He has been group leader for the building and room inspections conducted as a part of CFP’s space and classroom studies. He has been project leader for numerous projects at Auburn University, Miami University, and Wright State University.  Prior to forming Comprehensive Facilities Planning, Inc. Brian was Director of Facilities Management and Planning with Central State University in Ohio. He was involved with the planning and construction of numerous renovation and remodeling projects. He was responsible for directing the Department of Physical Facilities operations for the University. Prior to joining Central State, Brian was the Assistant Director for Capital Planning at the Ohio Board of Regents for eight years and was involved with all aspects of coordinating the State of Ohio’s higher education capital budget. Brian was responsible for developing numerous special projects involving asbestos abatement, handicapped accessibility, campus design standards and space inventory and utilization programs. Brian has Masters degree in Public Administration.

J. THOMAS BOWEN

Tom has more than thirty years experience in higher education, working in various aspects of academic, financial, strategic, facilities, and technology planning. Tom is currently Vice President at Piedmont College (Georgia). Prior to this position he had responsibility for space utilization and management of space across the University of Georgia campus. Tom has years of experience preparing capital plans, campus master plans, major renovation projects, real estate/land use plans and property acquisition and disposition strategies as well as extensive experience in academic program review, classroom technology development and applications, classroom design. He has participated in the national accreditation review process for colleges and universities as a member of a visiting team. Tom has taught graduate and undergraduate courses at the University of Georgia, has made numerous presentations at national and international conferences, has served as a member of the Board of Directors and as chairman of the Professional Development Committee for the Society for College and University Planning, and has co-authored three editions of the “Classroom Design Manual”. Tom earned his doctorate in Higher Education from the University of Georgia while working full-time.

LISA MACKLIN

With over sixteen years of higher education experience as a facilities planner that includes eleven years at The Ohio State University, Lisa has maintained major responsibilities across a broad spectrum of innovative projects and studies. These include numerous building programs, feasibility/planning studies, space assessments, capital planning, master planning, and space management procedures for academic and administrative units on campus. Specific responsibilities include the development of long-range goals and objectives to address program needs, total resource planning, space utilization, analysis and allocation. These responsibilities have provided her direct exposure to the space issues and trends facing all higher education planners from which she is able to bring creative insights to each new project. She serves as a member of the Society for College and University Planning (SCUP) Board of Directors, Chair of the SCUP North Central Region, and member of the SCUP Culture Task Force.

DAVID C. MARSH

Prior to forming Comprehensive Facilities Planning, Inc. in 1994, Dave was Assistant Vice President for Facility Planning at The Ohio State University where he was responsible for land use planning, capital plan development, capital project planning, space management, and inventory for the Columbus Campus and other University locations. Prior to that assignment, he was responsible for facility planning and budget management for Ohio State's Regional Campuses and University College.  Dave has directed many large planning projects. His expertise includes database structure and data analysis. With Jim Palavin, he developed the SIMS software used by CFP for space inventory, classroom utilization studies and space needs calculations. He has a Masters degree in Electrical Engineering.

PATRICK G. MAUGHAN

Currently the Director of Security Services at The Ohio State University and for the Wexner Center for the Arts, Patrick has over 20 years experience in public safety. Patrick has responsibility for reviewing site plans and blueprints for proposed new construction and remodeling projects for conformance with fire and life safety codes as well as performing security evaluations of existing buildings. He is responsible for planning the security for millions of dollars of art and provides security consultation expertise for the protection of rare books and manuscripts at the University. In addition Patrick is the system manager for the University’s Central Alarm Monitoring Center that provides electronic monitoring of security, fire and critical environmental alarms. He provides consultation for the installation of card access systems and security alarm monitoring at the University. Patrick is certified as a State of Ohio Fire Safety Inspector and was Assistant Chief of Emergency Medical Services and Fire Prevention.

JAMES M. PALAVIN

Jim is currently Senior Associate Registrar for The Ohio State University. He is responsible for classrooms, classroom scheduling, and course information management. Jim has implemented classroom scheduling systems and developed computer assisted decision support systems for analyzing demand on classrooms for Ohio State. Previous to this position, he was a senior systems analyst responsible for designing and implementing course and student information systems. Jim has also served as Senior Academic Planner for the Office of Resource Planning and Institutional Research at The Ohio State University. He was involved in all academic space assignments and the biennial capital plan. In this position he computerized and redesigned the space needs model used for academic planning. Jim is responsible for the development of CFP’s Space Information Management System and web based systems. Jim has a degree in business administration.

JACK F. PROBASCO

Jack's career in higher education planning covers eight years with the Ohio Board of Regents, over seventeen years with The Ohio State University, and eleven years as a facilities planning consultant. His expertise includes the development of space planning guidelines, capital planning, space assessments, building condition analysis, and facilities programming. He has authored numerous articles and books on space planning guidelines including those for the Ohio Board of Regents and the Council of Educational Facility Planners International. Jack has made over thirty presentations at national and regional conferences providing innovative ideas for planning and managing space. Assisting over 100 colleges and universities plan for their future facility needs, he has been involved in all aspects of space planning addressing the facility needs of nearly all academic disciplines. Jack has a Masters degree in Public Administration and a graduate certificate in Management Information Systems.
