Principals
Brian L. BellBrian has served as project manager for numerous space needs assessment studies, classroom assessments and space inventory update projects. He acts as a group leader for the building and room surveys conducted as a part of CFP’s space and classroom studies. He has also completed facility programs for CFP, including research laboratories, libraries, and student activity centers.
Prior to forming CFP in 1994, Brian was director of facilities management and planning with Central State University in Ohio. He was involved with the planning and construction of numerous renovation and remodeling projects as well as being responsible for directing the Department of Physical Facilities operations for the University. Before joining Central State, Brian was the assistant director for capital planning at the Ohio Board of Regents for eight years and was involved with all aspects of coordinating the State of Ohio’s higher education capital budget. Brian was responsible for developing numerous special projects involving renovation project formula-funding, asbestos abatement, handicapped accessibility, campus design standards and space inventory and utilization programs.

J. Thomas BowenDr. Bowen earned his doctoral degree in higher education from the University of Georgia while a staff member with the vice president for academic affairs. Tom’s career at the University of Georgia spanned from 1971 to 2004 and included specific responsibilities in campus planning, institutional research, strategic planning, space planning and management, long-range facilities planning, and capital planning. He also taught undergraduate management courses and graduate courses in higher education at UGA. In 2004, Tom retired from UGA as associate vice president for finance and administration and accepted a position as vice president for finance and administration at Piedmont College. After six years of productive physical and financial success, Tom recently left Piedmont College and now works exclusively with Comprehensive Facilities Planning, Inc.
Since he helped establish Comprehensive Facilities Planning, Inc. in 1994, Tom has worked as a principal and project team member while continuing his professional career in higher education. He served as CFP’s team leader for several projects at Auburn University and at Florida Gulf Coast University, played important roles in CFP projects at The University of Alabama-Huntsville and the University of North Alabama, and contributes to the most of the classroom and space studies. Tom maintains membership in many professional associations including SCUP, SACS, and NACUBO. He continues to take leadership positions within The Society for College and University Planning (SCUP). He has conducted workshops and conference sessions, chaired SCUP’s Professional Development Committee for seven years, and received the SCUP Distinguished Service Award in 2006. He continues his affiliation with SCUP as associate editor of SCUP’s journal, Planning for Higher Education.
With almost 40 years experience in higher education facilities planning and management, academic planning, technology development and applications and classroom design studies, Tom brings a wealth of academic, physical, and fiscal experience and knowledge to CFP.

Lisa H. MacklinAs firm principal and market leader, Lisa has worked for a wide spectrum of higher education clientele. Her leadership responsibilities include comprehensive involvement in all phases of the programming and planning process from initial client contact through project implementation. With over twenty years of higher education experience as a facilities planner, which includes eleven years at The Ohio State University, five years with NBBJ, and five with CFP, Lisa has been involved in a variety of innovative projects and planning studies. These include architectural programs, feasibility studies, space utilization assessments, capital planning, master planning, condition assessments, and space management procedures for campuses around the country.
Her current role balances planning and project management skills which utilize efficient planning processes, clear focus, and strong organizational and communication skills. These responsibilities have provided her direct exposure to the space issues and trends facing educational environments and from which she is able to bring creative insights to each new project.

David C. MarshAs a founding principal, Dave has been with the firm since 1994. He brings considerable knowledge and expertise in the area of space needs analysis and management. He leads the classroom utilization and needs assessments through his analytical and statistical expertise.
Dave has been team leader for many space assessment studies at higher education institutions of all types, including a state-wide system, private colleges, public and private research universities, and community colleges.
Prior to CFP, Dave served as assistant vice president for facility planning at The Ohio State University, where he was responsible for land use planning, capital plan development, space planning and management. The office also maintained the campus inventory and floor plans. Prior to this, he was responsible for facility planning and budget management for the regional campuses and University College at The Ohio State University.

James M. PalavinJim serves as CFP's vice president for software design and classroom consultant. Prior to CFP, Mr. Palavin was senior associate registrar at The Ohio State University where he directed classroom scheduling, and course information management. Mr. Palavin served as chair of the classroom committee for the last ten years of his tenure at OSU. Previous to this position he was assistant registrar for scheduling and senior systems analyst. Mr. Palavin implemented classroom scheduling systems and developed computer assisted decision support systems for analyzing demand on classrooms. He was also responsible for designing and implementing a variety of course and student information systems. During the last three years at OSU, Jim served as student records lead to implement PeopleSoft. As lead he became familiar with all components of the PeopleSoft student product.
During his career he also served as senior academic planner for resource planning and institutional analysis at The Ohio State University, Mr. Palavin has been involved in academic space assignments and the biennial capital plans.

Jack F. ProbascoJack has provided space planning and management services to a variety of clients since forming CFP in 1994. His expertise is in the development of space factors used in space needs calculations. He has been team leader for projects at institutions ranging from large research universities to small community colleges. Jack has considerable experience in working with athletics, engineering, health sciences, law, nursing, physical sciences, and psychology programs.
Prior to CFP, he was senior facilities planner with The Ohio State University. Jack was responsible for the preparation of eight capital plans and over one hundred programs of requirements for athletic, instructional, library, research and medical facilities. Prior to Ohio State, he was employed by the Ohio Board of Regents and was responsible for the capital planning process for the public institutions in Ohio. While at the Regents, Jack authored the "Space Planning Guidelines" for use by the public institutions of higher education in Ohio. Jack has published extensively on such subjects as space planning guidelines, building condition audits, capital planning, and facilities programming and has made over 30 presentations for such organizations as SCUP, APPA and CEFPI. Mr. Probasco has also held positions as senior systems analyst for the Ohio Department of Finance (Office of Budget & Management) and as an economic statistician for the federal government.

Associates
Mary MarshMary has been an associate at CFP since 2001, providing IT and administrative support, data entry and verification, document preparation, and SharePoint site administration. She has also served as a member of facility inspection teams and recently prepared a peer comparison report for a classroom utilization study.
Prior to joining CFP, Mary was a member of the faculty of The Ohio State University Prior Health Sciences Library with the rank of tenured assistant professor.
Patrick MaughanWith CFP since 1994, Patrick is our security and safety planning expert. He has over 25 years experience in university public safety, specializing in fire prevention, security and safety planning, audits and vulnerability assessments. His most recent position as director of risk and emergency management for The Ohio State University’s Division of Student Life involves all phases of residence hall security, emergency management, business continuity and safety planning. Patrick has participated in numerous site visits for data collection and verification. In addition, he has contributed to a variety of facility condition studies, has participated in numerous site visits for data collection and verification. Patrick’s experience includes 20 years in public safety at The Ohio State University, where he was responsible for reviewing site plans and blueprints for proposed new construction and remodeling projects for conformance with fire and life safety codes as well as performing security evaluations of existing buildings.
Okey TolleyOkey has been an associate with CFP since 1994, providing technical and architectural support. He has been an integral part of many projects and has extensive experience with and knowledge of AutoCAD. His duties range from graphic and design support in the documentation of building floor plans, field measurements, room numbering, and inventory systems. In addition he has experience with data collection and verification. Prior to joining CFP, Okey was a facilities information specialist with The Ohio State University.
